Prof. Patrick Maluki, E.B.S
Chairman of the Council
Dr. Patrick Maluki holds a PhD in Peace and Conflict Studies, a Master’s degree in International Studies, a PGD in Mass Communication and a Bachelor’s Degree in Education. He is an experienced trainer and researcher in Diplomacy and International Conflict Management, International Negotiation, Mediation, Human Rights and Governance and Peace Building Issues. Dr. Maluki is a Senior Lecturer at the Institute of Diplomacy and International Studies, University of Nairobi and at the National Defence College (Karen). He also trains at the Kenya School of Government and the Defence Staff College-Karen. He is the chairman of the Diplomacy Scholars Association of Kenya and editor of the Africa Journal of International Studies. Dr. Maluki is also the Associate Editor of the IDIS Journal of Diplomacy and International Studies.
Ms. Beatrice Kituyi

Ms Beatrice Kituyi has over 35 years professional experience gained working as a Public Policy and Strategy Consultant; Training Facilitator; Principal Secretary-Ministry of Labour-Government of Kenya; Lawyer in Private Practice (Corporate Law; Property Law; Employment and Industrial Relations); Alternative Dispute Resolution (Certified Professional Mediator - SMC, Associate CIABK. She possesses a multidisciplinary qualification in MSc Public Policy & Management (University of London, School of African Studies), Bachelor of Laws (University of Nairobi), Post Graduate Diploma in Law (Kenya School of Law)-Admission to the Bar of Advocates, (Advocate of the High Court of Kenya) and a Post Graduate Diploma in Human Resources Management (Institute of Human Resource Management
Dr. Kenneth Mutuma

DR. KENNETH WYNE MUTUMA is an advocate of the High Court of Kenya and has been in practice for the last 23 years, having been admitted to the bar in 1999. He is a Managing Partner at the firm of Kihara & Wyne Advocates. Dr. Kenneth holds several academic qualifications including a Doctorate and Masters in Law from the University of Cape Town as well as a law undergraduate degree from the University of Liverpool. He is also a qualified Architect having graduated with a Bachelor’s Degree in Architecture from the University of Nairobi.
Prof. Nurah Mohamed
Member of the Council
Prof. Nura Mohamed is the Director General of the Kenya School of Government where he
is responsible for policy making, overseeing administration and management of the School,
and providing strategic leadership for delivery of the School’s mandate and strategic
objectives. His stunning upward trajectory career in the public service spans over 23 years
within which he has been recognized for his contribution to public sector transformation
through training, curriculum development, evidence-based policy research and policy
advisory.
Mr. Bernard Gibet

Benard Gibet is an economist with over 14 years of experience in public debt management at the National Treasury of Kenya. His major duties are formulation and implementation of comprehensive debt management frameworks, alongside conducting debt sustainability analysis to optimize the national debt portfolio and inform strategic decision-making.
Benard holds a Master of Economics (Econometrics) from Kenyatta University and Bachelor of Arts from Egerton University.
Benard has been instrumental in formulating and executing debt management policies and enhancing transparency through the dissemination of public debt data.
Amb. Rose Muchiri Makena

Ambassador Rose Makena Muchiri is a senior Kenyan diplomat currently serving as the at Deputy Director General, Registrar of Treaties at the State Department for Foreign Affairs, Kenya.
She is a skilled and experienced in establishing and managing Multilateral and Bilateral Partnerships, Multi-lateral Diplomacy, identification, cultivation, solicitation, and stewardship of bilateral and multilateral donors, negotiation, foreign policy, mediation, accountable for maintaining relationships and moves management plans for representations.
Ambassador Rose has expertise in the broader community of governmental funding organizations; identifying new prospects to the existing pipeline; Developing moves management metrics to measure annual success, including pipeline conversion into meetings, new relationships and financial commitments, Establishing with donors personal reputation and position as a go-to global thought leader on partnerships and economic empowerment.

Mr. Jethro Momanyi Mosoti

Mr. Jethro Momanyi Mosoti is a career Human Resource Management and Development practitioner with more than 19 years in the profession. He currently serves a Deputy Commission Secretary, at the Public Service Commission, in charge of Human Capital Management in the wider public service. Before his appointment to this position, he was the Director of Human Resource Management and Development, in Charge of Human Resource Management (Policy development and interpretation) at the Commission and for the wider public service.
Mr. Mosoti started his career in the Private Sector (Nyanchwa Adventist Secondary School) as a teacher, where he taught Geography and Business Studies for more than 12 years. He joined the Public Service Commission in April 2007 as a Human Resource Management Officer. He has risen steadily through the ranks, in the Human Resource Management and Development cadre, to the current position of Deputy Commission Secretary (DCS), Human Capital Management – a function that not only advises and guides the Commission on all matters human resource management and development, but also spearheads effective management and development of human resources in the wider public service. He has deep understanding of human capital management in the public service, which has seen him successfully spearhead various human resource programmes and policies.

Amb. Patrick. S. Wamoto, EBS ‘ndc’ (K)
Ag. Director General
Amb. Patrick Wamoto is a Special Advisor (Capacity Building and Skills Development), at the Ministry of Foreign & Diaspora Affairs. He has also been doubling up as Ag. Director-General, Foreign Service Academy of Kenya since April 2025. Between April 2019 and March 2025, he served as a Commissioner at the Public Service Commission of Kenya. He is a former senior public servant and diplomatic service professional with a strong insight into the dynamics and issues around Kenya’s foreign relations in particular, and the wider government in general. He has contributed immensely to shaping the role of Kenya’s Foreign Service and its purpose in delivering public service priorities for the ordinary citizen, the economic good of the country and the national interest.
Prior to joining the Public Service Commission, Amb. Wamoto was Kenya’s Ambassador to Thailand with multiple accreditations to Vietnam, Myanmar, Laos and Cambodia. From 2013 to 2015 he served as Ambassador/High Commissioner of Kenya to South Africa with multiple accreditations to the Kingdoms of Lesotho and Swaziland.
He joined the Ministry of Foreign Affairs in 1983 after graduating with an Upper 2nd Class (Honors) Bachelor of Arts degree in Political Science from the University of Nairobi.
He also holds a Post-Graduate Diploma (Distinction) in Diplomatic Studies from Oxford University, UK (1987) and a Post-Graduate Diploma (Distinction) in Multilateral Diplomacy from the Graduate Institute of International Studies in Geneva, Switzerland (1998). He has undertaken various training courses in Management at the Kenya School of Government in Nairobi as well as the German Centre for International Development in Berlin, Germany. Amb. Patrick Wamoto is also an Alumnus of the National Defense College, Kenya (2007).
He rose through the civil service ranks starting as an Assistant Secretary III in 1983 to the position of Ambassador in 2008 and Political and Diplomatic Secretary in April 2010. He served as Ag.Permanent Secretary, Ministry of Foreign Affairs from October, 2010 to August, 2011. This afforded him a front seat policy making role on diplomatic initiatives relating to ‘operation linda inchi’, Kenya’s military operation in Southern Somalia.
He has also served in various capacities both at the Ministry Headquarters and overseas including as First Secretary at the Kenya High Commission in London (1989-1995), Deputy Head of Mission Kenya Embassy Vienna, Austria (2002-2005) and Deputy Head of Mission Kenya High Commission Abuja (2005-2007), and Director of Africa and AU Directorate at Ministry Headquarters (2008-2009).
He has represented Kenya at various International meetings and conferences including the UN General Assembly, the Commonwealth Senior Officials and Heads of Governments meetings, the IAEA and UNIDO General Conferences, CTBTO Prep-Com Meetings, the African Union Executive Council and Assembly of Heads of State Meetings and FOCAC Ministerial Meetings.
He was conferred with the award of The Order of the Burning Spear, 2nd Class (Elder of the Burning Spear – EBS) by the President of the Republic of Kenya in December, 2010 for his exemplary contribution to Kenya’s diplomacy.
